China is dramatically enhancing its nuclear arsenal and military capabilities. Practitioners in the United States, Japan and elsewhere increasingly wonder what could motivate Chinese leaders to explore arms control as a way to mitigate the costs and instabilities of arms racing and potential conflict.
We invite you to a two-part discussion of this challenge on March 8, from 19:00 to 20:30 EST.

The first panel features Nobumasa Akiyama and Tong Zhao as they consider the main causes of Chinese reluctance and what the United States and Japan could do to try to change the calculus.
The second panel, featuring Brad Roberts, Nobushige Takamizawa, and Gen. (ret) Yunzhu Yao, will comment on proposals made by the first panel and offer perspectives on what sorts of measures would be most politically and technically feasible.
Both panels will be moderated by Caitlin Talmadge.
