The Asia-Pacific Leadership Network (APLN) has over 180 members from 26 countries across Asia and the Pacific, consisting of former political, diplomatic and military leaders, senior government officials, and scholars and opinion leaders, dedicated to addressing security challenges in the Asia-Pacific, with a particular focus on nuclear non-proliferation, risk reduction, and disarmament.

Mr. Ilan Kiloe is an international legal practitioner and seasoned regional diplomat and civil servant. 

He has recently served as the Acting Director General (DG) of the Melanesian Spearhead Group (MSG) Secretariat, after having served the organisation for over 16 consecutive years. As the Secretariat’s longest-serving official and its inaugural legal advisor, Mr. Kiloe has been the cornerstone of the MSG’s regional cooperation, institutional development, overseeing the establishment of its core administrative and governance frameworks. 

Throughout his tenure at the MSG, Mr. Kiloe also held several senior leadership portfolios, including Manager Legal Services, Head of Political & Security Affairs and Head of Governance & Political Affairs. 

On behalf of the MSG, Mr. Kiloe has spearheaded numerous high-level missions in the Pacific region, to the United Nations (UN), European Parliament and the European Union, championing regional priorities such as Climate Change, decolonization, Security and international cooperation. 

In 2024, he notably led the MSG Secretariat as legal counsel before the International Court of Justice (ICJ) in the landmark proceedings regarding State obligations on climate change.

Prior to his regional leadership roles, Mr. Kiloe was engaged in private legal practise and served briefly in academia. Mr. Kiloe has authored and published a few articles on the MSG.
