The Asia-Pacific Leadership Network for Nuclear Non-Proliferation and Disarmament (APLN) has over one hundred members from eighteen countries across Asia and the Pacific, consisting of former political, diplomatic and military leaders, senior government officials, and scholars and opinion leaders. APLN aims to inform and energize public opinion, especially high-level policymakers, to take seriously the very real threats posed by nuclear weapons, and to do everything possible to achieve a world in which they are contained, diminished and eventually eliminated.

Sano Toshio is the Vice Chairman of the Japan Atomic Energy Commission, Cabinet Office, the Government of Japan(2017-2023).
Sano Toshio is the Vice Chairman of the Japan Atomic Energy Commission, Cabinet Office, the Government of Japan(2017-2023). He served as Japanese Ambassador to the Kingdom of Denmark (2010-2013), Ambassador to the Conference on Disarmament(2013-2018) in Geneva, and has led the Japanese delegation to 2015 NPT Review Conference, UN First Committee and other conferences on Nuclear Disarmament and Non-proliferations, BTWC, ATT and other conventional weapons for years. He was engaged in the ICNND with the Australian Government as Director-General for Disarmament and Non-Proliferations of the Japanese Foreign Ministry(2008-2010). He was also engaged in the Tokyo Forum for Nuclear Non-Proliferations and Disarmament established after Indian/Pakistan nuclear tests in 1998 as Director for Arms Control and Disarmament(1998-2001). He was a graduate of Law Faculty of Tokyo University.
