Haleema SAADIA

Arms Control Negotiations Academy (ACONA) Fellow

I am a doctoral candidate at the National University of Sciences and Technology (NUST) in Pakistan, where my research focuses on Pakistan’s nuclear discourse and identity construction. I worked for over a decade at Pakistan’s Strategic Plans Division (SPD), where I provided policy input on strategic affairs including Pakistan's nuclear doctrinal issues, its non-proliferation policy, international and regional arms control, non-proliferation of WMDs, and nuclear safety and security matters.

Currently, I am an Arms Control Negotiations Academy (ACONA) Fellow. My ACONA research project focuses on the integration of artificial intelligence with nuclear command and control systems. I am also a member of BASIC’s Emerging Voices Network, and as part of the 2024 policy cycle, I am focusing on Phase II of the De-siloing Existential Threats. In the 2023 policy cycle, I had co-chaired the working group on “Challenging Racism and White Supremacy in Nuclear Weapons Policy-Making.”

Recently, I completed a fellowship with The Stimson Center as a South Asia Visiting Fellow. In this fellowship, I researched avenues for improving the implementation of existing nuclear confidence-building measures for nuclear risk reduction in South Asia. I have also contributed to Stimson’s Strategic Learning initiative for their courses on missiles and naval nuclear deterrence (forthcoming). My previous international fellowships included stints at the Sandia National Laboratories and James Martin Center for Nonproliferation Studies, Monterey Institute for International Studies, USA.
