The Asia Pacific region is the world’s main area of growth for nuclear power. All of the key issues relating to peaceful use – non-proliferation, nuclear security, and safety – are highly relevant to this region. In all these areas, nuclear governance requires strengthening. In particular, appropriate mechanisms are needed to facilitate and enable high-level consultation, assurance, transparency, and collaboration in developing and propagating best practices. It should be the region’s priority to increase regional participation in major treaties.
About the Authors
John Carlson is Counselor to the Nuclear Threat Initiative, Washington, and Nonresident Fellow at the Lowy Institute, Sydney. He was previously Director General of the Australian Safeguards and Non-Proliferation Office (1989–2010), Chairman of the IAEA’s Standing Advisory Group on Safeguards Implementation (2001–06), and founding Chair of the Asia– Pacific Safeguards Network (2009–12).
