September 2024 in Review at APLN

 

 

Dear Friends and Colleagues,

In September, US Secretary of State Antony Blinken and Chinese Foreign Minister Wang Yi met on the sidelines on the 79th UN General Assembly in New York. Although their meeting did not yield any major breakthrough in bilateral relations, it demonstrated willingness on both sides to continue dialogue.

At this time, APLN made important headway with our Asia Dialogue on China-US Relations project. We produced a major report, authored by Manpreet Sethi, Joel Petersson Ivre, and Frank O’Donnell, analysing regional preferences for US and Chinese primacy in the region. Findings from the report will also be discussed at an upcoming webinar on October 29.

In this month’s events, we held an in-person roundtable with the East-West Center in Washington DC and a webinar to discuss an APLN report by Piper Campbell on the role of the US and ASEAN countries in promoting regional stability. The recording of this event, including a presentation of the report’s findings, is now available on our website. We also co-hosted a workshop on Domestic Perspectives on Disarmament and Deterrence with the Center for Strategic and International Studies-Project on Nuclear Issues (CSIS-PONI) in Bangkok, Thailand, featuring senior APLN members from Southeast Asia.

We also welcomed four new senior members to our network this month, including Mitsuru Kitano, Michiru Nishida, Kazuko Hikawa, and Joon Hyung Kim.

In other publications this month, APLN members write on critical issues shaping regional and global security, focusing on the evolving dynamics of nuclear policy and defense strategies. Angela Woodward analyses the debates in New Zealand over joining AUKUS Pillar II. Jina Kim examines the new update to the US Nuclear Employment Guidance and its implications for regional stability. Nobuyasu Abe explores the progress made toward nuclear disarmament over the past 30 years and highlights urgent tasks and challenges ahead.

Regional End-States and Beyond: Asia-Pacific views on the China-US relationship and regional stability

In this latest report from our Asia Dialogue on China-US Relations project, Manpreet Sethi, Frank O’Donnell and Joel Petersson Ivre write on the structural preferences of regional actors concerning regional stability. These preferences are framed in terms of “end-states”, which represent the desired long-term roles that regional actors envision for China and the US.

They examine four types of preferred end-states for actors in the Asia-Pacific, analyse the implications of these end-states, and outline regional strategic approaches and trade-offs to avoid conflict and promote peace-building in each scenario.

What do Asia-Pacific states want from the China-US relationship?

Join us on October 29 at 10am KST, for a webinar examining how Asia-Pacific states view the China-US relationship and the long-term roles they wish China and the United States would play in the region. Two of the report authors, Manpreet Sethi and Joel Petersson-Ivre will introduce the report, and discuss its findings with Zack Cooper, Melissa Conley-Tyler, and Yu Tiejun. The discussion will be moderated by APLN Policy Fellow Tanvi Kulkarni.

APLN and the East-West Centre in Washington DC co-hosted a discussion on a report written by Amb (ret.) Piper Campbell and published by APLN in June 2024 on how the United States, Southeast Asian nations, and the broader Indo-Pacific can work together to pursue regional stability. APLN Senior Research Adviser Frank O’Donnell and APLN senior member Tong Zhao joined the discussion.

Roles for the US and ASEAN in Promoting Regional Stability

 

On September 25, we held a webinar examining new initiatives that the US and ASEAN can take to build stability in the Asia-Pacific. Amb. (ret.) Piper Campbell discussed her APLN report with senior network member Elina Noor and ASEAN expert Prashanth Parameswaram. The discussion was moderated by Frank O’Donnell, Senior Research Adviser at APLN.

Domestic Perspectives on Disarmament and Deterrence

The Asia-Pacific Leadership Network (APLN) and the Center for Strategic and International Studies Project on Nuclear Issues (CSIS-PONI) co-hosted a Workshop on Domestic Perspectives on Disarmament and Deterrence on 19 September 2024, in Bangkok, Thailand. Senior network members Kasit Piromya, Marianne Hanson, Carlos Sorreta, Lina Alexandra, Ta Minh Tuan, APLN Associate Fellow Karla Mae Pabeliña and Policy Fellow Tanvi Kulkarni participated in the workshop.

Angela Woodward discusses New Zealand’s debate over joining AUKUS Pillar II, weighing potential security benefits, such as access to advanced technologies, against concerns about foreign policy independence, strained relations with China, and the prioritisation of resources for Pacific priorities. She argues that more public discussion on its costs and benefits is needed before the government takes a stand.
