Hree P. SAMUDRA (Strategic Risk Reduction Fellow)

Jakarta, Indonesia

Hree P. Samudra is an Erasmus Mundus Scholar in Security, Intelligence and Strategic Studies (IMSISS), studying across the Universities of Glasgow, Trento, and Charles University. She is a Strategic Risk Reduction Fellow at the Asia-Pacific Leadership Network (APLN) and serves as Global Projects and Regional Engagement Coordinator on the CTBTO Youth Group Steering Committee. Her research examines how emerging technologies are reshaping nuclear verification, strategic stability, and the evidentiary basis for assessing attribution, compliance, and intent in the Indo-Pacific. As a CTBTO Research Fellow, Hree investigated how OSINT, machine learning, and commercial satellite imagery could strengthen multilateral verification without widening technological inequalities or weakening institutional legitimacy. She has also developed an open-source monitoring architecture for nuclear and missile risks on the Korean Peninsula, alongside experimental methods for measuring verification decline and tracing cross-domain escalation pathways. Hree is also a Fellow in the EU-supported HCoC Youth Group on ballistic missile non-proliferation, appointed by the Fondation pour la Recherche Stratégique (FRS). Through the programme, she researches the convergence of civilian space-launch and military ballistic-missile technologies. She also chairs a BASIC–RECNA–HOPe working group examining how evidence from Hiroshima and Nagasaki shapes judgment in nuclear-crisis deliberation.
